Berman told Congress in closed session: 1. Barr’s plan to replace him would “delay and disrupt” important cases 2. When asked if Barr offered a quid pro quo: Berman said the description would fit an offer of a job in return for his resignation https://www.nytimes.com/2020/07/09/us/politics/top-manhattan-prosecutor-ousted-by-trump-details-firi...

This should keep you up at night

Q: What is the cost to US of not even saying a word to Putin if #BountyGate reporting is true?

Former Acting CIA Director: “significantly increases the chances of him doing something else...possibly even larger than what we’ve seen in this case”

In a real-time fact check of sorts,  @Michael Morell in concurrent  @House Foreign Affairs Committee hearing, was asked about Esper's claims about what intel was briefed to him. Morell's quick point: Esper is a recipient of the President's Daily Brief. So, if it was in PDB, Esper also received it.

By saying the US isn't "doing as much as we could or should" strategically to push back on Russian support for the Taliban, the chairman of the joint chiefs essentially just called out  @Donald J. Trump.

Terrific reporting and analysis in this NBC News piece, building explicitly off my article  @Just Security. By  @Ken Dilanian  @Courtney Kube  @Carol Lee  #RussianBounty https://www.nbcnews.com/politics/national-security/u-s-officials-say-intel-russian-bounties-was-less...

<thread> on #RussianBounty

Excellent testimony by @MichaelJMorell, former Acting and Deputy Director @CIA (in Bush and Obama) before @HouseForeign

Points include:

actions taken when intel is moderate confidence
norm of rapid congressional notification

Absolutely key:

Worth (re)reading this by Martin J. Sheil, former Supervisory Special Agent, IRS Criminal Investigation. See section on "Tax crimes under state and federal law"  #Vance  #SCOTUS https://www.justsecurity.org/61831/trump-organization-executives-cook-books/

Important by  @Norm Eisen.👇 Yes, SCOTUS kicks it to lower court where it'll take time to address subpoena-specific arguments etc. But, does American electorate want to elect a President likely indicted in a second term in state of New York.

BEWARE wrong takes on the 7-2 opin. in Mazars. The Court UPHOLDS Congress' right to subpoena info, including from POTUS (whew). The opinion sets a 5-part test (not 4): necessity, narrowness, purpose, burden, other factors. On remand, Congress WILL get info, just not now (alas)

What Asha said.👇

And to punctuate the point:

Today marks the anniversary of Trump's July 9, 2017 tweet announcing, after his first face-to-face meeting as POTUS with Vladimir Putin...

A cyber election security unit with ... the Kremlin!

Another excellent analysis by ⁦ @Ryan Goodman⁩ on the Russia bounty timeline & reports. Of note, GEN (retired) Mick Nicholson (former ORS) & former CIA Mike Morrell testify to Congress tomorrow on Russian malign actions in Afghanistan. https://www.justsecurity.org/71279/trump-pushed-cia-to-give-intelligence-to-kremlin-while-taking-no-...

NEW: CIA kept giving intel to Russia... and kept getting nothing in return. So why did the White House keep pushing them to share more? Building off of  @Ryan Goodman's great piece from this morning. https://www.thedailybeast.com/cia-kept-giving-intel-to-russia-got-nothing-back

<thread> I just published: "Trump Pushed CIA to Give Intelligence to Kremlin, While Taking No Action Against Russia Arming Taliban" Relying on interviews with several former Trump administration officials who spoke to me on the record. https://www.justsecurity.org/71279/trump-pushed-cia-to-give-intelligence-to-kremlin-while-taking-no-...

Unclear but sounds like head of U.S. Central Command admits strength of  #RussianBounty intelligence. "I'm a theater commander and I've had an opportunity to look at it. I found it very worrisome." But skepticism about whether caused American deaths. https://news.trust.org/item/20200708003835-8a9me/

1/2 <thread> Strong reasons to believe a memo produced by DNI Ratcliffe's office skews the intelligence on the  #Russianbounty operation to serve the White House's political interests.  @Nicholas Rasmussen and I dissect the memo as reported by the NYTimes. https://www.justsecurity.org/71220/unpacking-the-national-intelligence-councils-memo-on-russian-boun...

2/ The FBI has identified Q Anon as among the conspiracy theories that may lead to domestic terror. It has already led to violence. Here is a piece I wrote for  @Just Security a year ago, around the same time Q adherents began speaking at Trump rallies. https://www.justsecurity.org/65659/trumps-encouraging-qanon-may-result-in-violence-just-ask-the-fbi/

I learned so much on  #RussianBounty from  @David Rothkopf and my conversation with:  @Brett McGurk on diplomacy, intel, more  @Mark Hertling on sharing info with military partners, force posture, more  @Mieke Eoyang on congressional notification, legislation, more https://podcasts.apple.com/us/podcast/we-do-not-have-a-federal-government/id1245002955?i=1000482244213

I've been waiting for info coming out of briefings of Congress on  #RussianBounty. A nugget in NYT: "lawmakers were told that the intelligence community had high confidence that Russia was encouraging Taliban attacks on American and coalition forces" https://www.nytimes.com/2020/07/03/us/politics/memo-russian-bounties.html
